For this summary, we will focus on the Regular Meeting and Caucus Meeting. A Caucus Meeting is where members from a specific political party, in Buffalo's case, the democratic party, meet, but official voting on issues does not occur. The Caucus Meeting is held the day before each Regular Meeting to review the agenda. The Regular Meeting is the Common Council's primary meeting, where they make official decisions on issues.

Common Council dedicated the majority of the Regular Meeting to honoring the lives lost this year, including friends and family members of councilmembers. The Council held a moment of silence for each as councilmembers raised their names.

The Council spread through many agenda items for approval. There was little discussion on any of the items on the agenda. Aside from the dedications, the meeting lasted roughly 15 minutes.

The Caucus Meeting lasted only 10 minutes. Councilmember Rivera led the meeting with department heads, including Malcolm Ertha from the Comptroller's Office, to discuss the First Budget Gap Report headed to the Finance Committee.
